Meli is a middle-aged MPD guardsman from a family connected to the Johnsons, the ruling elite of Rivertown. He was on the fast-track to promotion thanks to his connections until his daughter Alessandra contracted the superflu at the age of five, when she had been believed to be immune. Her death impacted him greatly and he began volunteering for the riskiest missions offered through the MPD, leading to the estrangement and eventual divorce with his wife.
In a covert raid on an underground laboratory, his four-man fire team tripped a booby-trap that exploded, injecting them with massive quantities of jack. Two men died within minutes and a third passed after suffering for days with severe nightmares.
